Functions and Responsibilities


1. Conduct of Examinations and Selections

  • Issue recruitment notifications for various posts under the Government of Manipur.
  • Formulate syllabi and conduct examinations (written, practical, or online) as required.
  • Organize interviews or other assessment methods to evaluate candidates’ suitability for specific posts.

2. Recommendation of Appointments

  • Prepare and publish merit lists of successful candidates based on the results of examinations and interviews.
  • Recommend candidates for appointment to government departments or agencies as per the vacancies and requisitions received.

3. Adherence to Reservation Policies

  • Implement all applicable reservation norms in accordance with state and central government policies.
  • Ensure compliance with provisions for socially and educationally disadvantaged groups, persons with disabilities, and other eligible categories.

4. Advisory Role

  • Advise the Government of Manipur on matters pertaining to recruitment, promotions, transfers, and other personnel policies when such requests are made.
  • Propose improvements to selection processes, including the adoption of new technologies or best practices.

5. Maintenance of Transparency and Fairness

  • Publish clear guidelines and standard operating procedures for recruitment to uphold fairness.
  • Provide grievance redressal mechanisms and ensure timely resolution of complaints regarding the recruitment process.

6. Continuous Evaluation and Improvement

  • Review and update recruitment procedures regularly to keep pace with administrative and technological advancements.
  • Engage with stakeholders, such as educational institutions and professional bodies, to refine the Commission’s selection standards and methodologies.

7. Implementation of Disciplinary Procedures

  • Undertake investigations into irregularities or misconduct related to examinations or recruitment processes.
  • Impose penalties or recommend corrective measures in cases of malpractice, in accordance with relevant laws.

8. Collaboration with Other Bodies

  • Coordinate with central and state agencies, as well as other statutory commissions, for the smooth conduct of joint exams and shared services.
  • Share data and expertise to foster a more unified and efficient recruitment ecosystem across government departments.
